Project Name: Mid-Term Evaluation of the SHIFT SAARC Programme

Assignment Detail: The Consultant will serve as a country and subject matter specialist for the evaluation of UNCDF’s Shaping Inclusive Financial Transformations (SHIFT) programme in Bangladesh. The SHIFT SAARC programme is a five-year, regional market-facilitation initiative that seeks to increase financial inclusion through digital financial services. The program “seeks to stimulate investment, business innovations and regulatory reform to expand the economic participation of low-income people, especially women, and small and growing businesses to be active agents in the formal economy.” This ToR covers the document review, preparation/implementation of field research plans, field research, data analysis and final report phases of the evaluation.
Document Review and Field Work Management
* Review of relevant programmatic documentation and data collection tools.
* Create summaries of the few documents that are in Bangla for the evaluation team’s information.
* Participate in (online) coordination meetings, as needed, with evaluation team.
* Work with the evaluation team to identify respondents for interviews and focus groups
* In collaboration with the client and evaluation team, schedule and arrange for logistics to conduct interviews and focus groups.
* Conduct interviews and other data collection activities as directed by the Team Leader.
* Make recommendations to ensure that the evaluation methodology is grounded in Bangladesh’s political, economic, and cultural context.
Participate in completion of the final evaluation report
* Write up final notes from interviews and focus groups according to the agreed upon coding scheme.
* Review and comment on the first draft of the final report.
* Respond to any required comments that the client makes on the final report.
Key Deliverables under this task order
* Preparation and implementation of the field data collection plan.
* Neatly written up and coded notes from field data collection.
* Contribution to and review of the final evaluation report.
Expected work Days and Hours: The Consultant will work her own hours, with the understanding that IMC’s regular work hours are – 8:30am – 5pm; Monday through Friday. The country visit will take place over the course of 6 days. The evaluation team will adhere, inasmuch as possible, to normal working hours and days of the UNCDF country office when conducting activities requiring participation or input of assignment stakeholders.
Other Provisions:
1. As a participant in this assignment, the Consultant will work under the direction of ISG’s project supervisor: Jason Wares, and in collaboration with other team members on the assignment.
2. It is expected that the Consultant will work closely and communicate frequently with IMC personnel throughout the duration of the work.
