KIPPRA's call for papers announcement:
Date: June 2019
The Kenya Institute for Public Policy Research and Analysis, invites researchers, policy makers, academics and other stakeholders to submit proposals for papers to be presented at the 2nd Annual Regional Conference.
The conference will focus on gendered approaches to unlocking the potential for sustainable development. Research evidence has shown that poverty and inequality adversely affect the wellbeing of households and are key concerns in achieving shared prosperity and ultimately sustainable development. For many people, poverty is a situation from which it is very difficult to escape. Poverty is exemplified by deprivation and is determined by many factors. In particular, the poor are identified as female headed households, the elderly and subsistence farmers. Human endowments such as education and health are identified as the most important determinants of poverty status and building blocks for shared prosperity.
Recent poverty estimates in Kenya indicate that the incidence of poverty declined from 45.6 percent in 2005/6 to 36 per cent in 2015/16. Despite this overall trend, this decline in poverty remains unequal between men and women. Estimates reveal that 30.2 per cent of female headed households
are poorer than male headed households (26 per cent). Women are not only poorer than men, but also have low access to basic needs, economic opportunities and lack voice and freedom to make choices that affect their lives.
Over the last two decades, global efforts, such as the Millennium Development Goals (MDGs) and the Sustainable Development Goals (SDGs), have focused on poverty reduction as a major developmental goal among other needs. In Kenya, the Government is committed to reducing poverty and inequality. To this end, the Government has anchored the global initiatives in its longterm development blue print, Kenya Vision 2030 and the “Big Four” agenda (2018-2022). Further, the Constitution of Kenya (2010) acknowledges gender equality as an important principle for sustainable development of the country, by giving voice and agency to all. Despite thesecommitments, poverty and gender gaps persist and are likely to undermine the quest for shared prosperity. Further, there is evidence that the process of poverty reduction and attainment of sustainable development affect men and women differently.
It is noted that the pathways to shared prosperity encompass equality in: human endowment; access to economic opportunities; and decision-making power to give freedom and voice to all men and women. The goal of this conference is to stimulate a deeper understanding of how gender inclusion can promote the attainment of sustainable development and shared prosperity for all. In the event that one segment of gender is excluded at the expense of the other, then the pace and pattern of sustainable development is impaired.
Based on these background, conference papers will address the following themes, as they are
perceived to be critical in unlocking the potential for sustainable development.
• Gender and health
• Gender and education
• Gender and food production/ food security
• Gender and entrepreneurship
• Gender and housing provision
• Gender and trade
• Gender wage gap and unpaid work
• Gender and leadership
• Gender and policy, legal, institutional and administrative frameworks
The emphasis of the conference will be on high quality research on the above motivated theme, with a clear balance between theory and practice, and policy relevance of the research findings. We especially encourage practitioners including policymakers, researchers and other stakeholders as well as academics to submit papers.
