Within the Development Centre’s Partnerships and Networks Unit (PNU), the Gender Programme supports governments and the development community in their efforts to design evidence-based policies to promote gender equality around the world. The Gender Programme builds its analysis on data and evidence developed by the Social Institutions and Gender Index (SIGI). The Social Institutions and Gender Index (SIGI) is a cross-country measure of the discriminatory social institutions that drive and underpin gender inequality. Discriminatory social institutions are the formal and informal laws, attitudes and practices that shape and determine equality between women and men in all spheres of public and private life, such as education, health and employment. The OECD Development Centre is looking for an experienced gender and development specialist to provide leadership and co-ordinate the work of the Gender Programme, with a specific focus on SIGI and social norms. The Gender Programme Coordinator will be expected to help coordinate and ensure the delivery of the programme of work, prioritise deliverables, manage donor relations, coordinate junior staff on the team and place particular attention to fundraising, while contributing to gender analyses of other research publications of the Unit and the Development Centre, as well as horizontally with other OECD Directorates. He/she will also supervise, in close collaboration with the Head of Unit and her Deputy, the junior staff and consultants working as part of the gender team as well as the junior policy analyst working on the OECD horizontal Gender Policy Dialogue on Women’s Economic Empowerment. He/she will work under the supervision of the Head of the Partnerships and Networks Unit and her Deputy, placed under the overall responsibility of one of the Deputy Directors of the Development Centre.

Main responsibilities:

The Gender Programme Co-ordinator, in close collaboration with the Gender Economist and other team
members of the gender team, will:
1. Support the Head of Unit and her Deputy in delivering the Programme of Work and Budget (PWB) and coordinate the work and deliverables of the Gender team, together with the gender Economist. This will include, inter alia:

  • Manage consultants and junior staff to deliver on the 2017-18 PWB and help prepare the next PWB with relevant inputs and policy-oriented deliverables;
  • Follow up on the mandate of the 2017 High-Level Meeting of the Development Centre in relation to gender issues;
  • Submit inputs (e.g. briefings, contributions to speeches) to the Director’s Office as relevant and contribute to internal reporting mechanisms;
  • Represent the team, when appropriate, at conferences and meetings within the OECD or beyond

2. Engage in policy dialogue with relevant stakeholders (SIGI contact points, donors, foundations…) and help fundraise to implement the current and forthcoming PWB (2019 - 2020), which will include, inter alia:

  • Engage in fundraising activities under the supervision of the Head of Unit and her Deputy and manage donor relations (budget reporting, project proposals) to ensure continuous funding of the PWB and explore additional funding opportunities for the Gender Programme;
  • Maintain close relations while identifying synergies with key partners such as UN Women, bilateral donors, member countries of the Development Centre working on gender issues, relevant international and regional organisations, key NGOs, private sector and philanthropic foundations.

3. Ensure timely and high-quality delivery of the SIGI 2018 and its policy-relevant use:

  • Overseeing and managing country profile production;
  • Verifying database update;
  • Leading and preparing a final SIGI report and related dissemination materials;
  • Undertaking relevant research and analyses on social institutions, gender equality and
    development;
  • Organising dissemination events as relevant;
  • Developing SIGI country and regional study proposals in close collaboration with the Head of
    Unit and her Deputy;
  • Developing a fundraising strategy for future editions of the SIGI

4. Collaborate on key horizontal gender initiatives at the OECD, including the Policy Dialogue on Women’s Economic Empowerment:

  • the OECD horizontal Gender initiative: In close collaboration with the Head of Unit, the
    gender specialist will be collaborating with OECD colleagues from relevant directorates to
    help deliver on the horizontal project, while giving visibility to the work of the Development
    Centre;
  • the Policy Dialogue on Women’s Economic Empowerment, with member countries and emerging economies to guide public support and investments for unpaid care and domestic work (done in collaboration with the OECD Development Co-operation and Statistics Directorates). The Gender specialist will oversee the work of the junior policy analyst working on the Policy Dialogue (part time at the Development Co-operation Directorate) as well as work with the Co-ordinator of the PNU networks of foundations (netFWD) and multinational companies (EMnet);
  • Working closely and seeking synergies and collaboration with the DAC’s Network on gender (Gendernet)

Ideal Candidate profile
Academic Background

  • An advanced university degree in gender, development, social science, law or anthropology.
    Professional Background
  • A minimum of six to eight years' experience working on economic and social development,
    including gender equality;
  • Experience in leading and conducting research and analytical activities on gender and
    development;
  • Experience managing a small team and juggling different projects under tight deadlines;
  • Experience on budget management and fundraising/resource mobilisation.

Languages

  • Excellent communication skills in English with very good drafting ability. Working knowledge of,
    or willingness to learn, French would be desirable;
  • Knowledge of other languages would be an asset.

The position is for a 12-month consultancy, renewable, starting 1st February 2018. Salary will be at a
competitive rate commensurate with experience.
